Suwung Landfill to Close on December 23, Koster Urges Denpasar–Badung to Optimize TPS3R and Modern Teba

DENPASAR – The Suwung Final Disposal Site (TPA Suwung) is officially set to cease operations on December 23, 2025. Ahead of the closure deadline, Bali Governor Wayan Koster has firmly instructed the Denpasar City Government and Badung Regency Government to completely stop disposing waste at the site.

The directive was issued through Notification Letter No. T.00.600.4.15/60957/Setda dated December 5, 2025, addressed to Denpasar Mayor I.G.N. Jaya Negara and Badung Regent I Wayan Adi Arnawa.

“TPA Suwung must be closed no later than December 23, 2025. The Denpasar City Government and Badung Regency Government are prohibited from transporting waste to TPA Suwung,” Governor Koster stressed in the letter.

Governor Koster urged both regional leaders to immediately prepare independent waste management systems in their respective areas by optimizing modern tebe, TPS3R, TPST, shredding machines, and decomposers. These facilities are expected to accelerate composting at the household level.

“To ensure this system works, separating organic and inorganic waste must start directly from households,” he emphasized.

He also highlighted the importance of strengthening source-based waste management at the household, village, urban village, and traditional village levels. Collaboration with relevant stakeholders, he said, is crucial to ensure the system operates effectively.

“Immediately begin public outreach so residents are prepared to manage their waste independently or in groups through proper waste sorting from home,” Koster added.

In addition, he instructed the preparation of technical SOPs involving the Bali Provincial Environmental Agency (DLHK), Denpasar DLHK, and Badung DLHK.

Suwung Landfill Violated Waste Management Law

TPA Suwung has long operated using an open dumping system, which has been criticized for causing pollution and impacting nearby communities. The Ministry of Environment and Forestry (KLHK) and BPLH have investigated the Bali Provincial DLHK, Denpasar DLHK, and Badung DLHK for these violations.

The landfill’s operations were found to violate Indonesia’s Waste Management Law No. 18/2008 and Bali Provincial Regulation No. 5/2011 — both of which carry potential criminal penalties.

To avoid prosecution, Governor Koster submitted a request to the Minister of Environment and Forestry asking that Bali not be subjected to criminal sanctions. Instead, he proposed administrative sanctions, with the commitment that Suwung Landfill would be permanently closed by December 2025.

The request was granted through the Ministerial Decree No. 921/2025, which mandates the cessation of all open dumping activities in Suwung. The Bali Province Waste Management Unit (UPTD) was given 180 days from May 23 to December 23, 2025,  to shut down the landfill’s operations.

The closure of TPA Suwung marks a significant milestone in Bali’s efforts to overhaul its waste management system. The move is expected to accelerate the transition toward independent, source-based waste handling, particularly in Denpasar and Badung — the island’s largest waste producers.
